The Constitution forbids any change in the President's salary
'during the period for which he shall have been elected'.

From Truman's second term Presidents have been given expenses allowances
of $50,000 a year, taxable from 1953, for which they do not have to
account. Since 1909 they have also received a travelling allowance,
currently $100,000, though most of their travel costs, like most of the
non-personal costs of the White House, are met from other budgets.

       Joint Resolution of Congress, Public Law 94-479, dated 11 October 1976
       provided for the posthumous appointment of George Washington to the grade
       of General of the Armies of the United States, such appointment to take
       effect on July 4, 1976. This resolution stated that "it is considered
       fitting and proper that no officer of the United States Army should
       outrank Lieutenant General George Washington."
